Administers the prescription drug side of a health benefit plan for a self-insured employer, an insurer, a union or a health care center. Connecticut registers it rather than licensing it, and the size of the bond moves with the claims.

    • A surety bond equal to ten per cent of one month of Connecticut claims measured over a twelve-month average, floored at $25,000 and capped at $1,000,000, under Conn. Gen. Stat. 38a-479bbb(c)(2)

    Conn. Gen. Stat. 38a-479bbb(a) says "no person shall act as a pharmacy benefits manager in this state without first obtaining a certificate of registration from the commissioner", and (b) asks for the name, address, official position and professional qualifications of everybody responsible for the conduct of its affairs, plus an agent for service of process here. No course, no examination, no continuing education. A pharmacy benefits manager that is a line of business or an affiliate of a licensed Connecticut health insurer, health care center, hospital service corporation, medical service corporation or fraternal benefit society is exempt from registering altogether and instead the insurer notifies the commissioner annually that it is one. The two published fees do not agree and both are in the statute: 38a-479bbb(c)(1) asks for "a nonrefundable fee of fifty dollars" with the application, and 38a-11(a)(28) sets "an application fee of one hundred dollars for each registration issued or renewed". The Department charges the hundred.

Connecticut asks a pharmacy benefits manager for a bond and a list of the people running it rather than for anything taught, and gives no examination for it. No national seller offers a Connecticut product for it.
