Route 1 Take the 20-hour course

20 hours of pre-licensing education for the Personal Lines line, approved by the Department
Conn. Gen. Stat. section 38a-702e(e)(1): a course approved by the commissioner of not less than twenty hours for each line applied for, proved to the commissioner before the applicant is admitted to the examination. The figure was forty until Public Act 21-137 cut it to twenty, which is why older writing about Connecticut says forty.

Route 2 Show equivalent experience or training instead of the course

Experience or training the commissioner determines is equivalent to the twenty-hour course, which the statute leaves undefined and sets no minimum for
Conn. Gen. Stat. section 38a-702e(e)(2) puts this beside the course as the other way to be admitted to the examination, in six words: "equivalent experience or training as determined by the commissioner". It fixes no period, names no kind of work and points at no form, so what counts is whatever the commissioner accepts. It is recorded because it is a way in that the Department's own pages do not mention, and it is shown with no figure because the statute carries none. Connecticut puts every one of these in the commissioner's hands rather than in a form: the statute says the applicant has to prove the ground to the commissioner's satisfaction, or that the commissioner may waive, so none of them is automatic.

Route 3 Apply within 90 days of another state's license being cancelled

90 days of the cancellation of a license for the Personal Lines line in another state, with that state certifying you were in good standing at cancellation, or the NAIC producer database showing it
Conn. Gen. Stat. section 38a-702h(a), and it reaches both halves: "shall not be required to complete any prelicensing education or examination". The ninety days run from the cancellation of the previous license rather than from a move, and the good standing has to be certified by the prior state or visible in the NAIC's producer database.

Route 4 Move to Connecticut holding this line in your old home state

90 days of establishing legal residence in Connecticut, having held the Personal Lines line as a licensed producer in the previous state
Conn. Gen. Stat. section 38a-702h(b). Neither prelicensing education nor an examination is required for a line the applicant already held, and the ninety days run from establishing residence rather than from the old license ending. The subsection reserves the commissioner's power to say otherwise by regulation.

Route 5 Skip the course on a designation, and still sit the paper

The Department waives the pre-licensing course for the Personal Lines line on any one of these designations, and it publishes the list twice, on its own producer page and in the examination vendor's candidate handbook. It is wider than the examination waiver and it is not the same list: the course goes on 4 designations and the paper goes on one, CPCU. Neither is automatic. The applicant emails cid.licensing@ct.gov a letter from the professional society dated within the last ninety days, quoting the Department's application number or the national registry transaction number, and asks for it, with "Producer Pre-Licensing Waiver" in the subject line. Somebody who has the waiver rather than a certificate brings the letter to the test center in place of one, because the vendor turns away a candidate for this paper who has neither.

CPCU Chartered Property and Casualty Underwriter, from the Insurance Institute of America
Conn. Gen. Stat. section 38a-702h(c) lets the commissioner waive the examination for property and casualty insurance for an applicant awarded the Chartered Property and Casualty Underwriter. It is the examination alone: the subsection says nothing about the course, and section 38a-702e(a)(3) leaves the course to the commissioner, so the twenty hours are shown here as still owed. That is the harder outcome of the two readings and the one to plan for. Connecticut puts every one of these in the commissioner's hands rather than in a form: the statute says the applicant has to prove the ground to the commissioner's satisfaction, or that the commissioner may waive, so none of them is automatic.
