A detailed plan of operation, which Conn. Gen. Stat. 38a-465a(h)(1) asks of a provider and of nobody else in the section, filed with the anti-fraud plan 38a-465a(h)(5) asks of every applicant
The same section licenses the broker and the provider and asks the provider for one thing more, the plan of operation at 38a-465a(h)(1). The Department takes the application through NIPR with a Life Settlement Provider supplemental form and the supporting documents. There is no course, no examination and no continuing education: the Department answers all three with "Not applicable". The license runs to the last day of March each year whenever it was issued, and 38a-465a(g) revokes it automatically if the renewal fee is not in the commissioner's hands within five days of a written notice of nonrenewal, which the commissioner may only post after that date has passed. Two fences run between this license and the broker's: 38a-465a(m) forbids a provider to use anybody to do a broker's work unless that person holds a current broker license, and 38a-465a(n) says the same in the other direction.
