    • A written anti-fraud plan under Conn. Gen. Stat. 38a-465a(h)(5) and 38a-465j, covering procedures for detecting and investigating fraudulent acts, for resolving material inconsistencies between medical records and insurance applications, and for reporting fraudulent insurance acts to the commissioner, plus anti-fraud education and training procedures and a chart of the personnel responsible

    Conn. Gen. Stat. 38a-465a(h) is the closed list the commissioner checks and there is no course and no examination in it: competence and trustworthiness, a good business reputation with adequate experience, training or education, proper formation for an entity applicant, and the anti-fraud plan. The examination vendor gives no life settlement paper. A business entity applicant also files an NAIC-style biographical affidavit for every individual acting as a broker on its behalf, and no designated responsible licensed person is required, which the Department says explicitly for this license type. The plan is privileged and confidential under 38a-465j(g)(1) and is not a public record. The training figure that does exist is a renewal duty rather than a way in: 38a-465a(p) makes an individual broker complete fifteen hours every two years of training related to life settlements, and exempts a life insurance producer operating as a broker under the registration route from it entirely. The Department words the same requirement slightly differently, as fifteen continuing education credits every two years in the Life or Accident & Health or Sickness category.

Connecticut asks a life settlement broker for an anti-fraud plan, a biographical affidavit and a finding of competence rather than for anything taught, and gives no examination for it, so there is nothing here for a school to sell. No national seller offers a Connecticut life settlement product.
