Section 10-7-603(2)(a), C.R.S. is short: no person may operate as a viatical settlement provider without first obtaining a viatical settlement provider license from the commissioner. What it costs is on the Division's own instruction sheet, revised January 2026: a $500 fee under section 10-3-207(1.5), NAIC biographical affidavits for every owner, partner, officer and director, a certificate of good standing and articles of incorporation for an entity domiciled elsewhere, evidence of a surety bond of at least $100,000, a power of attorney for service of process with a board resolution, an anti-fraud plan complying with section 10-7-612(7)(a), every contract form to be used in Colorado, and a signed discount rate table showing life expectancies in six-month increments to twenty-four months with the rate against each. The plan of operations is longer than the rest of the application and the Division asks it to answer, among much else, how the applicant avoids the conflict it names itself: a broker owes the viator the best offer and a purchaser wants the best policies at the lowest rates, and the sheet asks in terms whether the applicant is brokering, purchasing or both. No examination and no course. Section 10-7-603(2)(c) renews the license yearly on the anniversary of issue, and failure to pay by the renewal date expires it.

Nothing is sold for it and nothing could be. Part 6 of article 7 sets no examination and no course for a viatical settlement provider: it asks for a bond, a plan of operations and a discount rate table. The person who negotiates the settlement on the other side of the deal needs no license of this kind either, only a life producer license held for a year and a notification to the commissioner within thirty days of the first negotiation, under section 10-7-603(1).
