Section 10-2-414.5(2)(a)(I), C.R.S. lets the commissioner issue a limited lines travel insurance producer license to an individual or business entity that files the application and pays the fee, and nothing else. No course, no examination: section 10-2-403(1)(b) exempts a travel-ticket-selling applicant from the written examination by name, the handbook leaves Travel off both its prelicensing table and its examination table, and the resident licensing matrix asks a travel applicant for the online application and fee alone. What the license carries instead is a register somebody else fills in. Section 10-2-414.5(1)(a) defines the licensee as a producer designated by an insurer as the travel insurance supervising entity, or a travel administrator; 10-2-414.5(2)(b) lets a travel retailer offer and disseminate travel insurance under that licensee's direction without a license of its own; and 10-2-414.5(2)(c)(I) makes the licensee establish at the time of licensure, and update annually, a register of every travel retailer selling on its behalf, with each retailer's contact details, its controlling officer and its federal tax identification number, certified as not in violation of 18 U.S.C. sec. 1033. Nothing is sold for it and nothing could be. Colorado neither examines nor educates a travel insurance producer: section 10-2-403(1)(b), C.R.S. exempts the applicant from the written examination outright, and the license is issued on an application and a fee. No seller prices a Colorado travel product either.
