More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license already held or moving here already licensed.

Route 1 Pass the Public Insurance Adjuster examination and bond

Section 10-2-417(1)(a), C.R.S. makes the license compulsory: a person may not act or hold themselves out as a public adjuster in Colorado unless licensed as one. It is a line of authority on the ordinary producer license rather than a separate instrument, and the candidate handbook lists it among the fourteen. Pearson VUE examines it as Public Insurance Adjuster, exam code 14, sixty scoreable questions in an hour and a quarter, and the content outline splits it between general property insurance product knowledge, public adjuster practice, and the Colorado law at sections 10-2-103(1), 10-2-103(8.5), 10-2-417 and 10-2-801 with Regulations 1-2-4, 1-2-10 and 1-2-19. Colorado requires no prelicensing course for this line. Section 10-2-201(1)(a), C.R.S. reaches only an applicant for "life, sickness and accident, or property and casualty lines", Regulation 1-2-5 section 7 sizes its fifty hours for "one of the five major lines of authority: life, accident & health or sickness, property, casualty, or personal lines", and the candidate handbook prints the same five under the heading "PRE-LICENSE TRAINING IS REQUIRED FOR THE FOLLOWING COLORADO LINES OF AUTHORITY". What stands in place of a course is money: section 10-2-417(2)(a) asks for a surety bond of at least twenty thousand dollars in favor of the state before the license issues and for the whole of its life, recoverable by the commissioner on behalf of anyone damaged by the licensee, terminable only on thirty days' written notice, and the commissioner shall summarily suspend the authority to act if it lapses or becomes impaired. The Division adds a power of attorney in the format Regulation 1-2-19 sets out, attached electronically in Sircon after the application is submitted rather than mailed.

A license for the Public Adjuster line of authority, previously held in Colorado or in another state
Section 10-2-403(1)(a), C.R.S. exempts an applicant previously licensed for the same lines of authority "in this state or another state" from both prelicensing education and the examination. The currently-licensed, twelve-month and good-standing conditions that follow are introduced with "This exemption is only available to a nonresident applicant if", so they bind a nonresident and the statute puts no clock on a resident. Pearson VUE states the same waiver more narrowly in the candidate handbook, at ninety days rather than twelve months, and asks for a Letter of Clearance from the previous resident state where the National Producer Database cannot verify the license. Section 10-2-403(1)(b.5), C.R.S. Neither prelicensing education nor an examination for a line already held, and the ninety days run from establishing residence rather than from the application. The subsection reserves the commissioner's power to say otherwise by regulation. Three sellers list a Colorado adjuster product and none of them prepares for this license. ExamFX sells Colorado Adjuster Basics at $129.95 and $179.95, Kaplan sells its national Certified All-Lines Adjuster course at $299 from a Colorado adjuster page, and Mometrix sells a national claims adjuster subscription. All three address the all-lines or independent adjuster license that most states issue and Colorado does not: the only adjuster-family license Colorado issues is the policyholder's, and its paper is Public Insurance Adjuster, exam code 14, half of it Colorado law on public adjusters. Nobody sells preparation for that paper.
