    • 4 years Licensed as a Colorado insurance producer who furnishes bail, for four years before applying to register

    This is the other half of Colorado's bail trade and it is a registration rather than a license. Section 10-23-102(1), C.R.S. says nobody qualifies as a professional cash-bail agent unless they register with the Division, and 10-23-101(3) defines one as a person who furnishes bail for compensation by posting a bond with the Division itself, as opposed to an insurance producer who furnishes it on a bail insurance company's power of attorney. Section 10-23-103(3) is the qualification and there is only one: the applicant must have been licensed as an insurance producer who furnishes bail in Colorado for four years before applying. No course and no examination. Section 10-23-103(1) asks whether the applicant has been convicted of a felony in the last ten years, and 10-23-103(2) sends fingerprints to the Colorado Bureau of Investigation for a state and national record check, with a name-based judicial record check on top where an arrest comes back with no disposition. Section 10-23-102(2) bars any firm, partnership, association or corporation from registering at all, and bars anyone engaged as a law enforcement or judicial officer. Section 10-23-104 charges an application fee and a renewal fee set to cover the Division's costs, and then one per cent of the gross of every premium and fee collected for furnishing bail, due on January 15, with up to $100 a day of penalty for each day more than thirty days late. Section 10-23-102(5) issues a pocket card naming the registrant and their classification.

Nothing is sold for it and nothing could be. Article 23 sets no examination and no course for this registration: the four years spent writing bail on a producer license are the qualification, and the twenty-four hours of bail education Colorado does require sit on the producer license underneath, under section 10-2-415.5(2)(c)(I).
