No seller lists a District of Columbia title product of any kind. That leaves the pre-licensing requirement satisfiable only the way the Department wrote it, by the applicant certifying their own study, and the Department supplies the reading itself: a Title Insurance Terms and Concepts paper and a Title Activities That May or May Not Require a License page, both free.
