    The examination vendor gives a Title paper of its own, $50 and two and a half hours, and does not list Title among the five examinations that need a pre-licensing certificate at the door: those are Life, Accident Health Sickness, Casualty, Property and Personal Lines. Rule 31, which sets the twenty hours, carries a syllabus for each of those five and for the three adjuster lines and none for title. Rule 88 sets the money instead: $35 for the administrative and regulatory fee on a first license, a separate $22 for the ASP-122 background check payable on its own and never by personal check, and $35 again at every annual renewal with a $10 continuing education filing fee beside it. The Arkansas Title Insurance Act, Ark. Code Ann. 23-103-401 et seq., replaced the repealed Title Insurance Agents Licensing Act at 23-103-101 on 1 January 2008, and Rule 88 carries agents licensed under the old act forward provided they still meet the residency requirements.

No national seller sells anything for the Arkansas title paper. Nothing could carry an approval either: Arkansas registers pre-licensing courses in eight groups, five producer lines and three adjuster lines, and title is not one of them, so there is no category a title course could be listed under.
