The Department publishes an original registration form, a renewal form due on or before 1 October each year and a provider bond form, and Rule 57 Section 14 charges $50 to file a change to the registration. There is no course and no examination. The law it rests on is not in the insurance code at all: it is the Service Contracts Act in title 4, the trade chapter, and it applies to service contracts issued on or after 1 October 2007. The Department's own page cites it three ways on one screen, twice as "A.C.A. 4-114-102" and "Ark. Code Ann. 4-114-101, et seq." and once, correctly, as "Arkansas Code Annotated 4-112-101, et seq."; Rule 57 Section 14 cites 4-114-104(c)(1). The page also records that a 2009 act had to be passed to fix a codification error in the 2007 one, which "allows a service contract provider to meet the financial requirements for doing business in Arkansas by only placing a minimum of $25,000 on deposit", and restored the three ways the Act was meant to offer. Six kinds of arrangement are outside the scheme, including a manufacturer's warranty, a scheduled maintenance agreement, a motor vehicle service contract under a different chapter, and mechanical breakdown insurance, which is a policy rather than a contract.
