A training program giving every employee who will sell basic instruction about the kinds of coverage the limited license authorizes, which Rule 14 Section 11 puts on the company rather than on any individual
Rule 14 Section 6 sets the fee at $35 a year for resident and non-resident rental companies alike, renewing on the anniversary of licensure, and the Department's own instructions say the check must be a company check, money order or cashier's check rather than a temporary one and that the notarized application must reach it within thirty days of the notary date. Section 10 is what the license buys: it "shall also authorize any employee of the limited licensee to act individually on behalf, and under the supervision of the limited licensee", so the counter staff hold nothing. Five categories may be sold, personal accident, liability including uninsured and underinsured motorist cover at the company's option, personal effects, roadside assistance and emergency sickness programs, and any other travel or auto-related cover incidental to the rental. The rental period may not exceed ninety consecutive days, and Section 12 says the premiums need not be held in a fiduciary capacity provided the charge is itemized and ancillary, while forbidding the sale of insurance not tied to a rental.
