The Arkansas Pharmacy Benefits Manager Licensure Act is at Ark. Code Ann. 23-92-501 et seq. and the Department publishes the application, the renewal application and a name change form for it. Three rules sit on top: Rule 118, Pharmacy Benefits Managers Regulation, Rule 128, Fair and Reasonable Pharmacy Reimbursements, and Rule 106 on network adequacy, with a reporting split at five thousand covered lives. There is no course and no examination. What there is instead is a compliance load no other Arkansas licensee carries: a Share the Savings Act certificate of compliance under Act 333 of 2023, and a run of bulletins from 2021 to 2025 on reimbursements below the national average drug acquisition cost, bulk appeals, credentialing fees, anti-clawback failures and seasoning requirements. What the application does ask for is money: a non-refundable $20,000 application fee paid to the Department by check or online, and a cash surety bond of one million dollars.
