Rule 68 heads its qualifying section "LICENSE AVAILABLE AND OPTIONAL BUT NOT REQUIRED" and says in Section 1 that the Department does not construe it as mandatory for self-insured claims work, nor intends that self-insured entities make their employees hold it. It then gives the reason it exists at all: "The purpose includes the availability of an Arkansas license for applicants who need it as a prerequisite for their application for similar licensure in other states."The applicant must be a high school graduate or hold a GED, be of legal age, be a resident here or of a state that reciprocates, and sit an examination the Commissioner picks from the property, casualty, workers' compensation, life or disability papers according to what they will actually adjust, with an eight-week wait after two failures. Rule 68 Section 4.A(7) exempts the license from Rule 31 and Rule 50 by name, so it carries neither pre-licensing hours nor continuing education, which no other Arkansas adjuster license can say. The term is one year, renewing on the licensee's birthday with the $35 administrative and regulatory fee, and the renewal has to carry fresh evidence from the employer that the licensee is still full time. Section 6 makes the limited adjuster license and the third party administrator registration mutually exclusive: neither holder may be required to hold the other.

Rule 68 Section 4.A(7) says the applicant "shall not be required to obtain pre-licensure education hours under Ark. Code Ann. Sections 23-64-202 and 203 or Department Rule and Regulation 31", so there is no course to approve and the register has no group this could sit in. No national seller sells a product named for it.
