    No state exam for this license

    Rule 57 puts this one where it puts insurers. It is Section 5(a)(14), inside the Category A fee table for authorized or licensed insurers, between the review of custodial agreements for broker dealers and the surplus line insurer registration: "Review and processing application for Viatical Settlement Provider license and issuance of initial and renewal license $500."The producer side of the same business is somewhere else again, in Section 2(b)(1)(C) and in Section 6's heading, where "viatical settlement agents and brokers" pay the ordinary $35 a year with everybody else. There is no course and no examination for either: the vendor gives no viatical paper among its eleven and Rule 31 sets no syllabus for one. The Department publishes life settlement forms through its Product Compliance division rather than through Licensing, which is where the split shows.
