Advises on insurance for a fee rather than for a commission. It is the one license Arkansas names in its own education statute in order to exempt it, and after Act 397 of 2021 it is the only one left in that subsection.

Ark. Code Ann. 23-64-202(b)(2)(A)(iii)(d) is an exemption from the pre-licensing course, and it used to name adjusters and consultants together. Act 397 of 2021 struck the adjusters out and left the consultant standing alone in it, so a subsection written to exempt two kinds of licensee now exempts one. Rule 31 repeats the exemption in its own list of four. The examination vendor gives no consultant paper among its eleven, and its list of the five examinations that need a certificate at the door does not reach this license either. Rule 57 names consultants as licensees in three separate places, in its Section 2(b)(1)(C) list of agents and brokers, in the heading of its Section 6 annual fee, and in its list of licensee categories a member of the public may buy, and the fee is the ordinary $35 a year collected biennially.

Arkansas exempts the insurance consultant from pre-licensing education by statute and gives no consultant examination, so there is nothing to prepare for and nothing that could be approved. No national seller sells an Arkansas consultant product.
