Rule 35 Section 6(a)(5) sets both halves in two sentences: the applicant "Must pass such written disability examination or other appropriate examination as required by the Commissioner" and "Must complete required hours of pre-licensure education as is required by the Commissioner's Rule and Regulation 31". The vendor gives no HMO paper among its eleven, so the disability examination is the Health paper at $50 and two and a half hours, and Rule 31's Accident, Health, Sickness syllabus is the twenty hours. The rule carries a fee the general schedule does not: a $30 examination fee paid to the Commissioner before a resident individual is examined, and $30 again to retake. The HMO pays the appointment fees on the applicant's behalf, $20 a year for a resident individual and $60 for a non-resident, and $10 to cancel any appointment. Rule 35 also licenses agencies, and a corporate, partnership or limited liability company applicant files its formation documents rather than sitting anything.

Rule 35 does not set a syllabus of its own; it sends the applicant to Rule 31, whose only fitting syllabus is Accident, Health, Sickness, and Arkansas approves sixteen courses in that register group.
