Adjusters are in the education requirement because Act 397 of 2021 struck them out of the exemption at Ark. Code Ann. 23-64-202(b)(2)(A)(iii)(d), which now exempts insurance consultants alone, and Rule 31 took effect on 14 February 2022 with three adjuster syllabuses in it. Rule 31 is the whole of the education requirement and it prescribes the syllabus down to the half hour rather than only the total. Every line gets five hours of state insurance laws and rules and an hour of ethics; two of those portions carry across for an applicant adding a line inside two years, so a second course can be fifteen hours rather than twenty. The certificate is valid for two years and has to be handed to the examination vendor on the day, for every attempt, or the candidate is turned away. The examination is 12 papers wide in the vendor's registration form and four of them are adjuster papers: General Adjuster, Property Adjuster, Casualty Adjuster and Worker's Compensation Adjuster, each $40 and an hour and a half, and any three of the four may be sat in one session. The register has no group for this one. Its eight pre-licensing groups are five producer lines and three adjuster lines, Property, Casualty and Workers Compensation, and the one forty-hour all-lines adjuster course in the state is filed under Property.
