Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

Route 1 Pass the examination

Ark. Code Ann. 23-64-507(a)(7) is the line itself, one of eight an insurance producer may take qualification in. The examination comes from 23-64-506 and applies to every line. What does not apply is a course, and the absence is Rule 31's own: section 5 of the Rule prescribes a twenty hour course for eight things by name, the life line, the accident and health or sickness line, the casualty line, the property line, the personal lines line, the property adjuster, the casualty adjuster and the workers' compensation adjuster, and it prescribes the syllabus inside each of those twenty hours down to the half hour. Credit appears in none of them. So an Arkansas applicant for this line sits the examination and owes no prelicensing hours.

90 days of the cancellation of another state's license for this line, or hold it there now, with that state certifying good standing at cancellation or the certification available from a producer database maintained by the National Association of Insurance Commissioners
Ark. Code Ann. 23-64-509(a): an applicant previously licensed for the same lines of authority in another state "shall not be required to complete any prelicensing education or examination". Either limb works and the first has no clock: currently licensed there, or applying within ninety days of cancellation. Read at the act that enacted it, Act 580 of 2001, because Arkansas publishes its Code through a commercial publisher. On this line the waiver reaches only the examination, because there is no prelicensing education to waive.

Exempt from the state exam

90 days of establishing legal residence in Arkansas, having held this line as a licensed producer in the previous state
Ark. Code Ann. 23-64-509(b). Somebody licensed and in good standing elsewhere under the Producer Licensing Model Act who moves here, establishes residency and then applies is outside Rule 31 altogether, and the ninety days run from establishing residence rather than from the old license ending.
