More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license already held, a license held in another state or moving here already licensed.

Route 1 Pass the examination
State exam required
A.R.S. 20-284(A) asks a resident individual applying for a producer license to pass an examination, and it puts a clock on it: the pass has to fall inside the one year period preceding the day the director receives the license application, extended by the days spent in active military service up to a year and a half. Montana writes the same twelve month clock at MCA 33-17-211(1)(c), without the military extension. A.R.S. 20-285(B) is the closed list of what the director must find before approving the application: at least 18 years old, no act that is a ground for denial, the fees at 20-167 paid, and the examinations passed for the lines applied for. No course is in it, which is where Arizona's zero is read. Two more limits sit on the examination itself. Nobody may sit one for a line they already hold here, and nobody may sit one for the same line more than four times in twelve months: fail it four times and that line is closed for a year.

A.R.S. 20-288(B)(2). Arizona asks no examination of an applicant for the same type of license covering the same lines they already held here within the twelve months before applying, so long as the earlier license was not a temporary one. It is a short door rather than a closing one: it reopens every time somebody lets a license go and changes their mind inside a year.

A.R.S. 20-288(A). Somebody previously licensed for the same lines of authority in another state does not sit Arizona's examination, so long as that license is current or the application arrives within 90 days of its cancellation with a good standing certification from the other state or other reliable information the director has. Arizona then closes the obvious door: an applicant who failed a line's examination here four times in twelve months, went and got licensed as a resident somewhere else, cancelled that license and came back cannot use this route within a year of the last Arizona examination. It is the only anti-laundering clause of its kind recorded on this site.

90 days Licensed as an insurance producer in another state carrying the Variable Life and Variable Annuity Products line of authority there, becoming an Arizona resident, and applying to become a resident licensee within 90 days.
A.R.S. 20-285(F). A nonresident licensed as an insurance producer in another state who becomes an Arizona resident and keeps acting as a producer has 90 days to apply to become a resident licensee. It is written as a duty on somebody already working rather than as an option, and the examination waiver that goes with it is 20-288(A).
