A.R.S. 20-336(5) defines a navigator as a person, individual or organization, licensed under the article and certified or compensated by the federal Department of Health and Human Services. No state examination and no pre-licensing course; the qualification is the federal certification and Arizona licenses on the back of it. The duties the Department lists are what make this different from producing: educate the public, present fair, accurate and impartial information including options available OUTSIDE the marketplace, help select a qualified health plan, refer complaints back to the Department, and provide culturally and linguistically appropriate information. Renewal runs on federal annual training and recertification rather than on Arizona continuing education.
