The Department offers it as the alternative to the full surplus lines broker license, in one sentence: somebody who will only be selling, soliciting or negotiating alien insurance for coverage in Mexico under A.R.S. 20-422 may apply for this instead. No pre-licensing course and no separate examination. The scope is the whole of the qualification, and it is the only license on this site drawn by the country the insured risk is in rather than by a line of insurance, a claim type or a trade.
