    • CAC Authorization by the United States Department of Health and Human Services to perform the duties described at 45 C.F.R. 155.225, from United States Department of Health and Human Services

    A.R.S. 20-336(1) defines the licensee as somebody licensed under the article AND authorized by the federal Department of Health and Human Services, so the qualification is federal and the license is Arizona's record of it. No state examination and no pre-licensing course. The Department's exemptions are worth knowing because they take two whole groups out: anybody who already holds an accident and health or sickness producer license, and anybody working as a counselor only on tribal lands who had to pass a federal security background investigation as a condition of employment. What renewal asks for is federal too: annual training and recertification through the Health Insurance Marketplace's own partner program.
