The Arizona Adjuster license

Adjuster

Adjusts, investigates or negotiates Arizona claim settlements for an insurer or for an insured. Arizona licenses one adjuster rather than splitting public from independent, and its claims-certificate waiver is the rare one that removes the residency requirement along with the examination.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a designation already held.

  1. Route 1 Pass the examination

    State exam required

A.R.S. 20-321.01(C) is a closed list of three qualifications and no course is in it: be at least eighteen; be a resident of Arizona or of a state that lets Arizona residents adjust there; and take and pass an examination given by or under the supervision of the director that reasonably tests the applicant's knowledge of insurance and of an adjuster's legal responsibilities. PSI administers it. Arizona does not split the license the way Louisiana, Nevada and Texas do: 20-321 defines one adjuster, and the Department says in terms that "public adjuster" and "independent adjuster" are terms often used to describe what an adjuster does rather than separate licenses. Arizona asks the same three administrative things of nearly every applicant and none of them is a course: be at least 18, prove lawful presence on Form L-152 under A.R.S. 41-1080, and submit fingerprints where the license type requires them. Continuing education is not required of an adjuster here, which the Department states under its own heading.

  2. Route 2 Hold an approved claims association certificate

    Exempt from the state exam

    • A current claims certificate from a national or state-based claims association whose certification program the director has approved, consisting of at least forty hours of preexamination course work, a proctored examination long enough to determine competency, and at least twenty-four hours of continuing education for biennial renewal, from A national or state-based claims association with a director-approved certification program

A.R.S. 20-321.01(C)(3), second sentence, and it is worth reading because it waives two things rather than one: the examination AND the residency requirement at paragraph 2. That makes it a wider waiver than most, because a designation elsewhere buys the paper and not the residency. Georgia's workers' compensation adjuster goes further still and asks for no course and no paper at all, on a designation alone. The program behind the certificate has to meet three tests written into the statute, forty hours of preexamination course work, a proctored examination of sufficient length, and twenty-four hours of continuing education biennially, and it has to be approved by the director. The Department's own licensing page does not mention this route at all. It is in the statute and nowhere on the page that tells an applicant what to do, which is the same pattern this site has found in a dozen states: the document that grants the license lists the ways around it and the document that advertises the requirement does not. Arizona publishes no list of the claims associations whose programs the director has approved, so this site names no company here.
