It is a line of authority under AS 21.27.115(7) rather than one of the limited licenses at AS 21.27.150, which matters: the examination exemption at 21.27.060(d)(1) reaches four of those limited licenses and does not reach this line.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license already held or a license held in another state.

  1. Route 1 Pass the examination

    State exam required

    AS 21.27.060(a) asks an applicant for an individual license to personally take and pass an examination before the license issues, and AS 21.27.020(b) is the closed list of what qualifies somebody: 18 or older; for a resident license, a bona fide resident who actually resides in the state before the license issues; the examination passed; a trustworthy person; not intending to use the license principally for controlled business as AS 21.27.030 defines it; and no act that is cause for denial, nonrenewal, suspension or revocation here or anywhere else. 21.27.020(a) adds that the director may not license somebody found untrustworthy or incompetent. No course is in any of it. The examination is not a one-off either: under 21.27.060(b) the director may require a sitting licensee to take and pass one again at any time, if the licensee has violated the title or has conducted affairs in a way that makes the director want further evidence of their qualifications.

  2. Route 2 Have held a substantially similar Alaska license within the last year

    Exempt from the state exam

    • an Alaska license in good standing covering the Limited Lines Credit Insurance line of authority, or one requiring substantially similar qualifications, held within the year before the division received the application

    AS 21.27.060(d)(2). The examination section does not apply to somebody who, at any time within the one year immediately preceding the date the division receives the pending application, was licensed in good standing in Alaska under a license requiring substantially similar qualifications to the one applied for. Arizona and Montana write the same twelve months, Maine two years, South Dakota five.

  3. Route 3 Cancel a license held elsewhere and apply within 90 days

    Exempt from the state exam

    • an insurance producer license carrying the Limited Lines Credit Insurance line of authority in the applicant's prior home state, cancelled no more than 90 days before the application and in good standing when it was cancelled

    AS 21.27.060(c), and it is the narrowest reciprocity clause on this site. The usual drafting offers two limbs, currently licensed elsewhere OR applying within 90 days of that license's cancellation, and Georgia, Utah, Oklahoma and Montana write no resident reciprocity limb at all. Alaska offers only the second: "The exemption available under this subsection applies only if the application is received within 90 days after the cancellation of the applicant's previous license in the applicant's prior home state."Somebody still holding a live license in another state is not covered by it at all, and has to cancel and then apply inside the window. The prior home state must verify good standing at cancellation, or the NAIC producer database must show it for the kind of license requested.
