AS 21.27.150(a)(3) issues the license to a person who is appointed by and acts on behalf of a surety insurer pertaining to bail bonds. The appointment is not a step beside the license, it is the definition of who may hold one. This is one of the five limited lines Alaska examines. AS 21.27.060(d)(1) excuses only the applicants for a limited license under AS 21.27.150(a)(1), (4), (5) and (8), which are travel, motor vehicle rental agency, the nonresident limited producer and portable electronics. This paragraph is not among them, so AS 21.27.060(a) applies and the applicant personally takes and passes an examination on the duties of the licensee and the insurance statutes and regulations of the state. AS 21.27.020(b) is the closed list of six general qualifications behind every individual license in the chapter and no course is in it: eighteen or older; a bona fide resident actually residing in the state, for a resident license; the examination under AS 21.27.060 passed; trustworthy; not using the license principally to write controlled business as AS 21.27.030 defines it; and no act that is a ground for denial anywhere. AS 21.27.020(f) then lets the director add education or experience requirements by regulation, which is the opening that stops a list being read as complete, and the regulations adopted under it are 3 AAC 23, whose education provisions are continuing education from end to end. A resident applicant is fingerprinted under AS 21.27.040(e) and pays whatever the Department of Public Safety charges. A score keeps for one year under 3 AAC 23.070 and an applicant who has not finished the application by then sits it again. Alaska does not put a court in the way of the licensee the way Vermont does, where the Court Administrator has to approve a bail agent separately before any bond is posted.
