Ala. Code 27-7-5(b) and 27-7-5(a)(3)b together. Subdivision (a)(3)b excuses this line from the Alabama insurance examination outright, and subsection (b) then makes the Life line and the securities registrations conditions of holding it. So the two requirements below are both owed rather than either. The securities examinations are not Alabama's and are not priced here.

an insurance producer license carrying the Variable Life and Variable Annuity Products line of authority in another state
Ala. Code 27-7-29.1(a). It waives the prelicensing education and the examination together, which in Alabama means the examination, there being no education to waive. The other license has to be current, or else the application has to arrive within 90 days of its cancellation with either a certification of good standing from that state or a good standing record for the same line in the NAIC producer database.

Route 3 Move to Alabama and apply within 90 days

90 days Licensed as an insurance producer in another state carrying the Variable Life and Variable Annuity Products line of authority there, and applying to become an Alabama resident licensee within 90 days of establishing legal residence in Alabama.
Ala. Code 27-7-29.1(b). The 90 days run from the day legal residence in Alabama is established, the exemption reaches only a line the other state had already granted, and the commissioner may narrow it by regulation. Alabama writes this one as a duty rather than an option: a producer licensed elsewhere who moves here "shall, within 90 days of establishing legal residence, make application".
