Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license held in another state.

  1. Route 1 Pass the examination for each line of authority you want

    State exam required

A home state you can designate

    • Eligibility to designate Alabama as your home state, which for a resident of another state, the District of Columbia or Canada means their own state does not license independent adjusters and they have passed the Alabama examination

and fingerprints, and a 30-day clock on them

    • A fingerprint background check through Fieldprint, taken after the examination is passed and one day before applying; the Department states that results are held only 30 days, so an application arriving later means being fingerprinted and paying again

27-9A-7(a) issues one license carrying one or more of three lines of authority, property and casualty, workers' compensation, and crop, and 27-9A-6(a)(4) then examines each of them separately: the commissioner must find the applicant "has successfully passed the examination for the line of authority for which the individual has applied". That is Maine's arrangement inside Oregon's, one license with a paper for every line on it. The rest of 27-9A-6(a) is short and has no course in it: at least 18, eligible to designate Alabama as a home state, no ground for refusal under 27-9A-12, the examination, the fees. 27-9A-6(c) closes the designated home state route to anybody who has not passed the Alabama paper. The Department adds the practice: it publishes a list of seventeen states that do not license independent adjusters at all, and warns residents of California, Hawaii and New York that they must sit the Alabama paper for a nonresident license because their own states require the same of Alabama residents under NAIC reciprocity. 27-9A-3(b) is thirteen exclusions and the ones worth knowing are (2) a salaried employee of an insurer, (11) anybody investigating life, accident and health, annuity or disability claims, and (13) a licensed producer to whom the insurer has granted claim authority.

  2. Route 2 Hold the license in your own home state

    Exempt from the state exam

    • an independent adjuster license in the applicant's own home state, which awards nonresident licenses to Alabama residents on the same basis

The Department's own page carries the qualification that matters and it is unusually specific: residents of California, Hawaii and New York applying for an Alabama nonresident independent adjuster license must take and pass the Alabama examination, effective 8 September 2014, "based upon their respective states requiring our residents to take an exam under NAIC Reciprocity". Reciprocity here is measured against what the other state does to Alabamians rather than against the other state's own standards, which is the mirror-image test and the only one of its kind on this site.
